全國雙擁模范城（縣）命名大會于2025年4月23日在京召開。中共中央總書記、國家主席、中央軍委主席習近平對雙擁工作作出重要指示指出，各級黨委和政府要關心支持部隊建設和改革，主動為廣大官兵排憂解難，進一步營造關心國防、熱愛軍隊、尊崇軍人的良好社會氛圍。

Chinese President Xi Jinping urged Party committees and governments at all levels to care for and support military development and reform, proactively address the concerns and resolve difficulties for officers and soldiers, and further foster a positive social atmosphere that values national defense, supports the military, and honors military personnel. Xi, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, made the remarks in a recent instruction, which was conveyed at a national conference on April 23, 2025 honoring model cities and counties in promoting mutual support between the military and the government and between the military and the people.

雙擁工作是擁軍優(yōu)屬、擁政愛民工作的簡稱。雙擁模范城（縣）是在經濟建設和國防建設協調發(fā)展，密切軍政軍民關系，服務全面建成小康社會和軍隊履行新世紀新階段歷史使命等方面成績突出，具有榜樣和示范作用，并經過一定程序命名的先進典型，是當地黨委、政府、駐軍領導機關和全體軍民共同的政治榮譽。創(chuàng)建雙擁模范城（縣）活動，是弘揚雙擁優(yōu)良傳統(tǒng)、做好雙擁工作的重要載體，是密切軍政軍民關系、促進軍民融合深度發(fā)展，推動雙擁工作更好服務黨和國家工作大局、國防和軍隊建設全局的有效途徑。1991年1月15日，新中國成立以來第一次全國雙擁工作會議在福建福州召開，首次命名表彰10個全國雙擁模范城（縣）。

擁軍優(yōu)屬、擁政愛民是中國共產黨領導下億萬軍民的偉大創(chuàng)造，堅如磐石的軍政軍民關系是我們戰(zhàn)勝一切艱難險阻、不斷從勝利走向勝利的重要法寶。無論是艱苦卓絕的革命戰(zhàn)爭，還是波瀾壯闊的社會主義建設和改革，都彰顯了軍民團結如一人的巨大威力。隨著全面建設社會主義現代化國家邁上新征程，偉大而艱巨的事業(yè)，更加需要匯聚軍民團結實干的磅礴力量。代代賡續(xù)、熠熠生輝的雙擁光榮傳統(tǒng)，深刻體現黨的群眾路線實踐要求，深刻回答來自誰、為了誰、依靠誰的根本問題，深刻反映軍民血肉相連的本質特征，必須珍視和傳承這一寶貴精神財富，砥礪激發(fā)雙擁工作新的生機活力。
