A huge outage brought most of Spain and Portugal to a standstill, grounding planes, halting public transport, and forcing hospitals to suspend routine operations. Spain's Interior Ministry declared a national emergency. Outages on such a scale are extremely rare in Europe.

據(jù)美聯(lián)社消息,西班牙首相桑切斯 (Pedro Sánchez)在全國(guó)講話中表示,全國(guó)幾乎停擺了將近11個(gè)小時(shí),停電的具體原因尚未查明。

“我們從沒遇到過整個(gè)系統(tǒng)徹底癱瘓的情況,”桑切斯說。他透露,周一中午12點(diǎn)33分,西班牙電網(wǎng)在短短5秒鐘內(nèi)損失了15吉瓦電力,相當(dāng)于全國(guó)六成的用電需求。

The sudden crash of the power grid also left authorities searching for its cause. Spain's Prime Minister Pedro Sánchez addressed the nation and said that almost 11 hours after the nation ground to a halt, government experts were still trying to determine what happened. "We have never had a complete collapse of the system," Sánchez said, before detailing that at 12:33 pm on Monday Spain's power grid lost 15 gigawatts, the equivalent of 60 percent of its national demand, in a matter of five seconds.

大停電“重創(chuàng)”商業(yè)交通

大范圍停電讓西班牙民眾感到不知所措,很多人涌向超市購買食品和飲用水。在馬德里市中心最核心的商圈,受到大停電影響,不少的店鋪現(xiàn)在都已經(jīng)采取了臨時(shí)閉店措施,即便是還開著的商店也幾乎沒有客人光臨。

為防止發(fā)生哄搶等不可控情況發(fā)生,部分還在營(yíng)業(yè)的超市一次只允許一名顧客入內(nèi)選購或僅允許顧客在門外告知自己所需要的商品,由店內(nèi)一名工作人員代為取出。此外,所有交易只能通過現(xiàn)金進(jìn)行。

在葡萄牙,銀行與學(xué)校臨時(shí)關(guān)閉,不少游客不得不從機(jī)場(chǎng)步行數(shù)英里前往市中心。 大批民眾涌入超市采購食品和生活必需品,商家改用紙筆記錄現(xiàn)金交易。連鎖超市關(guān)閉,生鮮市場(chǎng)排起長(zhǎng)隊(duì),交警打手勢(shì)指揮交通。

With the power still out and the working day ending, people were adjusting to a strange new reality. Police officers directed traffic with hand signals. Major cities were clogged with traffic, and pavements heaved with busy crowds, trying to find a way home.

4月28日,西班牙巴塞羅那一條大街仍未完全恢復(fù)照明。

The Portuguese prime minister, Luís Montenegro, said the issue originated in Spain. Spain's REE did not make any statements on the causes of the blackout.

Reports on Monday initially blamed a "rare atmospheric phenomenon" for the outage, with news agencies citing REN. However, REN on Tuesday said the statement was falsely attributed to it.

The risks posed to electrical systems by big variations in atmospheric temperatures are well known in the industry, although it is rare for problems to manifest on the scale of Monday's blackout.

Speaking on Tuesday morning after electricity had been restored to both countries, Sánchez said that while it was still too early to know exactly what had gone wrong with the power supply, lessons would be learned to prevent any further large-scale blackouts.
